Generally speaking it seems safe to assert that

field. Further, it is questionacle whether individuma

Japanese traders san hold their own with Chiness, but it is

here that the Japanese organising genius comes to their FOSCUE,

Japanese have a wonderful aptitude for bringing into existense

large consorme with varied interests having many subsidiary

enterprises under their control, whereas hardly any Chinese

conserns are worthy of the designation of "companies“, In this

The big Japanese concerns referred to would, I think,

dominate the entire industrial commersial and even the

agricultural activities of any area where Japanese policy

could exercise itself without restriction. They would xiso

furnish Japanese settlers with employment of a congenial

mature. I believe that the fact that Japanese are lacking in

enterprise and in ability to conform to novel conditions

of existense as colonists is the real obetaule in the my of

emigration at present. Thus, the Japanese dislike both Siberia and Formosa in spite of the fact that the climatân conditions of emai, differ wo widely. I think however wat Japanese will in all likelihood become less particular in the event of the problem of excessive population becoming aeute.
